When the Report of the
University Committee was made last
year, it aroused very strong opposition
in certaine quarters in the Colony,
leeally, and it was felt here that it
desirable
would be essential to have its findings
and the whole question of University
policy reviewed by an outside expert
from this country.
Shortly after the publication
of the Report the Secretary of State
accordingly suggested that investig-
ation by an outside expert was
advisable; but this course was Deh
deprecated
supported by the Colonial Government
on the grounds that there was definite
evidence of the existence of a strong
public opinion in Hong Kong against
any delay in proceeding with the
